Executive summary

Singapore's significance in Asia Pacific business building rarely comes from its domestic market. It comes from its role as a place where capital is pooled, regional decisions are taken, contracts are written under a familiar legal system, and companies from different markets meet. For a business planning cross-border growth, the useful question is not "should we be in Singapore?" but "which part of our cross-border model is best run from Singapore, and which must sit in the operating market?"

This article looks at the evidence for Singapore's connector role, the functions it tends to serve well, the official programmes that support cross-border collaboration from Singapore, and the limits of a Singapore-centred structure.

The evidence

A leading channel for investment into India. According to DPIIT's quarterly FDI fact sheet (data to March 2026), Singapore was the largest source of FDI equity into India in each of the 2023–24, 2024–25 and 2025–26 financial years, reaching about USD 19.8 billion in 2025–26. Cumulatively, Singapore accounts for roughly a quarter of India's FDI equity inflows since April 2000. These figures record the country from which investment was remitted; much of the underlying capital belongs to global funds and multinationals that use Singapore as a base.

A base for regional management. Singapore's Economic Development Board positions the country as a location for headquarters that direct operations across Southeast Asia and the wider region, emphasising connectivity, talent and infrastructure.

An active co-innovation network. Enterprise Singapore's Global Innovation Alliance links Singapore with partners in innovation hubs and demand markets. Its Co-Innovation Programmes support Singapore-based companies and overseas partners on joint R&D projects intended to produce new products or solutions with market potential.

Functions Singapore tends to serve well

Nirji Ventures analysis. Across the cross-border structures we see, Singapore most often adds value in five functions:

1.Holding and capital structure. – A Singapore holding company can give international investors a familiar legal framework, while operating subsidiaries sit in the markets where customers and employees are. Whether this is right depends on tax treaties, the investors' requirements and the substance the company can genuinely maintain in Singapore.
2.Regional coordination. – Treasury, regional sales leadership, partner management and governance functions can be run from Singapore when a business operates in several Asian markets.
3.Neutral ground for partnerships. – Joint ventures between parties from different countries sometimes choose Singapore as the venue for the holding entity, arbitration or board meetings.
4.Access to co-innovation and grant programmes. – Some programmes are available only to Singapore-registered companies, which can make Singapore the natural lead entity for a collaborative R&D project.
5.Gateway to Southeast Asia. – For companies from India, Japan or Korea, Singapore can be a starting point for testing Southeast Asian demand before committing to an operating presence elsewhere.

Official programmes: what they offer and who is eligible

Enterprise Singapore's Co-Innovation Programmes illustrate both the opportunity and the need for care. According to Enterprise Singapore:

•Support under the Enterprise Development Grant (Co-Innovation Programme) is up to 50% of qualifying costs by default, with enhanced support of up to 70% from 1 April 2026.
•The lead applicant must be a business entity registered and operating in Singapore, at least 30% locally owned (by Singapore citizens or permanent residents), and financially able to complete the project.
•Partner-search support is available through platforms such as b2match and IPI's Innovation Marketplace.

Calls run on separate timetables. As listed on Enterprise Singapore's programme page on the date we checked (30 October 2026): the India–Singapore Collaborative Industrial R&D Programme was shown as closed; the UK–Singapore Collaborative R&D Call listed a deadline of 16 December 2026; the Eureka Globalstars – Japan Call listed a deadline of 20 January 2027; and the Singapore–Israel Industrial R&D Programme was shown as ongoing. Status and deadlines change, so confirm the current position on the official page before planning.

The local-ownership requirement matters for foreign companies: an overseas business typically participates as the in-market partner of a qualifying Singapore company rather than as the lead applicant.

Limits of a Singapore-centred model

A Singapore entity does not substitute for operating presence. Customers, regulators and employees in India, Indonesia or Vietnam will judge a business by what it does locally. Common pitfalls include:

•Holding structures created without real substance, which can attract tax and regulatory scrutiny.
•Regional teams too far from customers to understand local buying behaviour.
•Assuming that incentives available in Singapore will also apply to operations elsewhere.
•Higher operating costs for functions that could sit in the operating market.

Questions to answer before structuring

•Which investors, partners or programmes actually require a Singapore entity?
•What decisions and people will genuinely sit in Singapore?
•How will profits, IP and dividends flow between entities, and what treaties apply?
•Which operating-market licences, incentives or local-ownership rules affect the structure?

Take professional legal and tax advice for your specific situation; this article is general analysis.

Practical next steps

•Separate the functions you want to centralise from those that must stay close to customers.
•Check eligibility for Singapore programmes early, including local-ownership tests.
•If a Singapore partner is needed for a co-innovation call, start partner search well before the call deadline.
•Document why the structure exists, so it can be explained to investors, partners and authorities.
