Executive summary

Malaysia and India are both building national semiconductor strategies, but from very different starting points. Malaysia has five decades of assembly, test and packaging experience and a dense supplier base in Penang and Kedah. India has a large electronics market, a deep design talent pool and a substantial incentive programme for fabs, display and packaging. In Nirji's view, the most realistic collaboration lies where each country's gap matches the other's strength: packaging know-how, equipment and supplier development, design services and talent mobility.

The opportunity and supporting evidence

Malaysia's position. According to Malaysia's Ministry of Investment, Trade and Industry (MITI), the National Semiconductor Strategy (NSS) launched in May 2024 is structured in three phases. MIDA reported that the first phase aims to attract at least RM500 billion of investment, with domestic investment directed to IC design, advanced packaging and manufacturing equipment, and foreign investment focused on wafer fabs and equipment. The plan also seeks to modernise outsourced assembly and test toward advanced packaging and, in a later phase, to build at least ten Malaysian companies in design and advanced packaging with revenues of RM1 billion or more.

The Prime Minister's NSS speech recalled that Intel opened its first overseas production facility in Malaysia in 1972, and noted that Penang received USD 12.8 billion of foreign direct investment in 2023.

India's position. The Press Information Bureau reported in March 2022 that the Semicon India programme was approved with a total outlay of INR 76,000 crore, with the India Semiconductor Mission (ISM) as nodal agency. ISM states that its fab scheme extends fiscal support of up to 50% of project cost on a pari-passu basis to approved applicants, alongside schemes for display fabs, compound semiconductors and assembly/test (ATMP), and a Design Linked Incentive. ISM also states that its next phase will focus on equipment and materials, design IP, supply chains and R&D centres.

Countries, sectors and participants

•Malaysian OSAT and packaging firms: seeking new demand and advanced-packaging capability.
•Indian ATMP and OSAT projects: that need process know-how, trained technicians and qualified suppliers.
•Equipment and materials suppliers: in either country targeting a second market.
•Design services companies: – India's design workforce and Malaysia's stated ambition to grow local design champions.
•Universities and training institutions: addressing technician and engineer shortages.

Potential collaboration models

These are Nirji's analytical suggestions, not observed transactions:

1.Technical partnerships for ATMP lines – Malaysian operators providing process, quality and yield support to Indian packaging projects under licence or service agreements.
2.Supplier-development alliances – Malaysian tier-two suppliers serving Indian plants, initially from Malaysia and later through local partners.
3.Design-services partnerships – Indian design houses supporting Malaysian chip ventures, or joint teams serving global customers.
4.Talent programmes – structured technician exchanges and joint curricula.

Operating considerations and constraints

•Both countries are courting similar foreign investors; a partner may also be a competitor for the same project.
•Incentives are approval-based. Indian fiscal support depends on scheme appraisal; it is not automatic.
•Qualification cycles in semiconductors are long. Customers must approve new sites and suppliers, which can take many months.
•Export controls, IP protection and technology-transfer terms need early legal review.
•Talent is scarce in both countries for advanced packaging and fab operations.

Practical next steps

1.Map your capability against each country's stated priorities (packaging, equipment, design, materials).
2.Check current scheme status directly with ISM and MIDA – programme terms change.
3.Identify the customer qualification path before committing capital.
4.Start with a scoped technical or supply agreement before considering equity.
5.Build a talent plan alongside the commercial plan.

What remains uncertain

Scheme terms for India's next phase, the pace of Malaysia's NSS implementation, and global demand cycles for trailing-edge and power chips all remain open. Figures cited are targets and outlays, not deployed capital or capital available to any particular applicant.

Is Malaysia competing with India for semiconductor investment?

In some segments, yes – both seek fab and packaging investment. But their stated priorities differ enough that complementary roles in design, packaging, equipment and talent are plausible.

What support does India offer semiconductor fabs?

According to the India Semiconductor Mission, the fab scheme extends fiscal support of up to 50% of project cost on a pari-passu basis to approved applicants, subject to appraisal.

What is Malaysia's National Semiconductor Strategy?

A three-phase plan launched by Malaysia's Ministry of Investment, Trade and Industry in May 2024, aiming to attract at least RM500 billion of investment in its first phase.
