Executive summary

India–Taiwan trade reached a record USD 12.514 billion in 2025, and more than 300 Taiwanese companies had invested in India by the end of that year, according to the Taipei Economic and Cultural Center in India. The relationship now has legal scaffolding — an investment agreement in force since 2019 and a tax treaty since 2011 — and a flagship semiconductor project. For a Taiwanese company, the question is no longer whether the corridor exists, but where a specific project fits inside it. This guide uses official Taiwanese and Indian sources and states plainly where the evidence stops.

Trade is at a record, and it is concentrated

The Taipei Economic and Cultural Center in India reports total bilateral trade of approximately USD 12.514 billion in 2025, up 17.95% from USD 10.609 billion in 2024 and a historical high. India ranked as Taiwan's 15th largest trading partner.

The flow is asymmetric. Taiwan's exports to India were USD 9.212 billion, up 16.74%, making India Taiwan's 11th largest export market. Imports from India were USD 3.302 billion, up 21.46%, making India Taiwan's 21st largest source of imports. A relationship where exports run nearly three times imports is commercially real but narrow: it is driven heavily by electronics and ICT supply chains rather than a broad two-way exchange.

Three instruments matter for planning:

•A bilateral investment agreement between the Taipei Economic and Cultural Center in India and the India Taipei Association was signed on 18 December 2018 and entered into force on 14 February 2019. It is a protection framework for investors, not an approval mechanism for any specific project.
•An income tax agreement to avoid double taxation was signed on 12 July 2011 and entered into force on 12 August 2011 — Taiwan's 21st comprehensive income tax agreement at the time, according to the Ministry of Finance.
•A mutual recognition arrangement for authorised economic operators was signed alongside the investment agreement in December 2018, which can simplify customs procedures for certified companies.

On the ground, Taiwan maintains offices in New Delhi, Chennai (established December 2012) and Mumbai (formally operating since October 2024), and India maintains the India Taipei Association in Taipei. Working-level mechanisms — an annual economic consultation, a CEO roundtable and an industrial collaboration summit — meet regularly; the tenth industrial collaboration summit in Bengaluru in August 2026 produced six cooperation memoranda, according to Taiwan's Ministry of Economic Affairs.

Semiconductors anchor the manufacturing story

The flagship project is the Tata Electronics fabrication plant in Dholera, Gujarat, approved by the Union Cabinet on 29 February 2024 with an investment of about ₹91,000 crore, with Taiwan's Powerchip Semiconductor Manufacturing Corporation (PSMC) providing technology and execution support. The Indian government describes it as the country's first commercial semiconductor fab. Approval is not the same as operation; construction and ramp schedules are project matters.

The incentive framework is the India Semiconductor Mission. Its fab scheme offers fiscal support of 50% of project cost on a pari-passu basis to approved applicants, and the modified programme of September 2022 extended 50% support across technology nodes. Support is application-based and approved case by case; it is not an entitlement.

Talent cooperation is also formalised: in November 2023, eleven Taiwanese universities signed fifty memoranda with forty Indian universities on semiconductor talent training, according to the TECC.

Where Taiwanese investment already sits

Per the TECC, as of end-December 2025 more than 300 Taiwanese companies have invested in India, primarily in electronics, ICT, petrochemicals, steel, footwear, automotive and motorcycle components, finance, shipping and construction. Taiwanese contract manufacturers' India operations are well documented in the press, but company-level investment amounts are not published in an official registry, so treat any specific figure with caution.

What this data does not tell you

•Record trade does not mean your product category is growing; the aggregate is concentrated in electronics.
•The investment agreement and tax treaty reduce friction and risk; they do not approve, finance or de-risk a specific investment.
•Incentives, land, power, water and labour conditions are state-level and project-specific. Gujarat, Tamil Nadu and Karnataka each run their own programmes.
•Official sources do not publish a verified count of Taiwanese startups in India; the 300-plus figure covers companies of all sizes.

Questions to resolve before committing

1.Entry model: sales office, subsidiary, joint venture or contract manufacturing — each carries different tax and liability treatment under the instruments above.
2.State and site: incentive packages, infrastructure and supplier depth differ widely between states.
3.Incentive eligibility: which scheme (central, state, or both) your project qualifies for, and on what timeline.
4.Talent: whether you will hire locally, rotate Taiwanese staff, or both — and what the tax treaty means for each.
5.Intellectual property: what is transferred, licensed or kept in Taiwan, especially for process technology.
