The Setup

For four decades, semiconductor manufacturing concentrated in a narrow arc: Taiwan, South Korea, Japan, and increasingly China. Geopolitical shocks — US-China export controls, the 2020–2022 chip shortage, and the CHIPS Act — have forced governments and hyperscalers to rebuild supply chains around resilience, not just cost.

India is emerging as one of the clearest beneficiaries. In under three years, India has moved from having zero commercial fabs to five approved projects representing over USD 21 billion in committed capex, anchored by Tata Electronics, Micron, CG Power, and Kaynes Semicon.

What Changed

Three tailwinds converged:

India Semiconductor Mission (ISM): launched in December 2021 with USD 10 billion in fiscal support for fabs, display fabs, compound semiconductors, ATMP/OSAT, and design-linked incentives.
Production-Linked Incentive (PLI): schemes across electronics, telecom, and IT hardware created a downstream demand base — smartphones, laptops, and network equipment now assembled in India need locally sourced chips.
Geopolitical de-risking: by US, Japanese, and Taiwanese OEMs and foundries seeking a "China+1" or "Taiwan+1" footprint.

Combined with 40+ years of chip design talent (India already contributes ~20% of the global semiconductor design workforce), the country now has both the demand pull and the human capital to compete.

The Approved Projects

CompanyLocationTypeCapex (USD)Timeline
Tata Electronics + PSMCDholera, Gujarat28nm+ logic fab~11 billionFirst silicon 2026–27
Tata Semiconductor ATMPJagiroad, AssamPackaging & test~3.3 billion2025 onwards

Fiscal support covers up to 50% of project capex through central and state incentives combined — one of the most generous packages globally.

Why It Matters for Founders, Funds, and Corporates

For hardware and deep-tech founders: Local fab and ATMP capacity opens design-for-manufacture partnerships that previously required a Taiwan or China trip for every tape-out iteration. Cycle times compress; MOQs drop.

For venture and PE funds: A new sub-sector is forming across EDA tools, IP cores, materials (silicon carbide, gallium nitride, ultra-pure gases), fab equipment services, and testing. Most of it is still pre-seed to Series A.

For global corporates: India offers a lower-cost, English-speaking, IP-safe manufacturing base with access to a 1.4B-person domestic market and preferential trade access to Southeast Asia, MENA, and the EU.

What''s Still Missing

The India semiconductor story is not fully de-risked. Watch four gaps:

Fab-grade materials and gases: — most are still imported. A local supply chain is 3–5 years out.
Tool servicing and calibration: — ASML, Applied Materials, and Tokyo Electron are building India teams but coverage is thin.
Water and power reliability: at fab sites — Gujarat is investing, but 24×7 ultra-pure water at fab volumes is unprecedented in the region.
Skilled process engineers: — India has 50,000+ chip designers but only a few thousand process engineers with fab floor experience. Training pipelines are being built with IITs, IISc, and partnerships with Purdue and NTU.

The Cross-Border Angle

The most interesting deals we see at Nirji Ventures involve cross-corridor structuring — a Japanese or Taiwanese equipment supplier partnering with an Indian JV; a Singapore-headquartered materials company selling into Gujarat and Assam fabs; a US-designed IP block manufactured at Tata Dholera. These arrangements need thoughtful entity structuring, IP protection (Indian courts have strengthened on this, but nuance matters), and tax planning across two or three jurisdictions.

The Bottom Line

India is not going to displace Taiwan. It doesn''t need to. It is credibly building the world''s next major node in a multi-polar semiconductor map — and the ecosystem being built around the fabs (materials, tools, services, design IP, ATMP) is where most of the venture-scale opportunity sits. Founders and investors who show up now will define the sector for the next decade.

Frequently Asked Questions

Why is India becoming a semiconductor manufacturing hub?

India combines three tailwinds: the USD 10 billion India Semiconductor Mission (ISM), Production-Linked Incentive schemes creating downstream demand, and global de-risking away from Taiwan and China. Approved projects now represent over USD 21 billion of committed capex across fabs and ATMP facilities in Gujarat and Assam.

Which companies are building semiconductor fabs in India?

Tata Electronics with PSMC (Dholera logic fab), Tata Semiconductor ATMP (Jagiroad, Assam), Micron (Sanand memory ATMP), CG Power with Renesas and Stars Microelectronics (Sanand), and Kaynes Semicon (Sanand). Combined committed capex is over USD 21 billion.

What incentives does India offer for semiconductor manufacturing?

The India Semiconductor Mission provides up to 50% fiscal support on project capex through combined central and state incentives — among the most generous globally. This covers fabs, display fabs, compound semiconductors, ATMP/OSAT facilities, and design-linked programs.

When will India-made chips reach the market?

The first ATMP output from Micron and CG Power is expected in 2025. Tata''s Dholera fab (28nm+ logic with PSMC) is targeting first silicon in 2026–27. Meaningful production volumes are expected from 2027 onwards.

What are the opportunities for startups in India''s semiconductor ecosystem?

Beyond the fabs themselves, opportunity clusters are forming across EDA tools, IP cores, fab-grade materials (silicon carbide, gallium nitride, ultra-pure gases), tool servicing, testing, and design services. Most of these sub-sectors are still at pre-seed to Series A stage.
